Daily Top CD Rates: no offer clears every gate; Congressional Federal leads the conditional screen at 6.00%

Congressional Federal’s one-year Flexible Saver remains the conditional screen leader at 6.00% APY with a $100 minimum, a $1,000 balance cap, and one account per member; its current share-rates page says effective Oct. 20, while the embedded product block says 9 30 2026 and the numeric penalty remains unresolved. Quorum’s 12-month certificate remains 4.50% APY at $100, and the current fee schedule now states a 2% charge for 12–24-month term accounts, capped at original principal; a targeted current read also shows 5.00% for 48 months at $100, but its term-specific penalty and renewal terms remain unresolved. Happen’s 24-month personal CD is now 4.76% APY at $500, an accepted prior +36 bp like-for-like increase, with 180 days of simple interest for terms over one year, a 10-day maturity grace period, and automatic renewal at the then-offered rate; state eligibility and principal treatment remain open. NASA’s 49-month special remains 4.55% APY with a $10,000 new-external-funds window through Oct. 31, and the Oct. 20 read shows no APY movement. Hanscom’s 12-month certificate displays 4.50% APY at $1,000 through an American Consumer Council route, effective Oct. 18, but its exact penalty, principal, maturity, and renewal terms remain open. Nuvision’s 7-month 5.00% certificate remains capped at $5,000, requires new money and a membership route, and ends Dec. 31, 2026. No current offer clears every access, funding, disclosure, insurance, liquidity, freshness, and renewal gate. The qualification-first 1– 10 list has no fully qualified row. Popular Direct’s current online $10,000 ladder shows 4.30% at 3 months and 4.70% 4.85% 4.95% 5.00% at 24 36 48 60 months, with APYs effective Oct. 19; its carried prior repricing is not a new current-run movement. E TRADE’s 12-month 4.75% display expired Oct. 19, so it is a stale conditional continuity observation rather than an active Oct. 20 leader. Raymond James’ current displays are 5.15% 5.10% 5.05% 4.90% 4.80% for 60 48 36 24 18 months, with the decreases held behind channel and qualification gaps. FNBA’s 120-month row is now 4.75% at $1,000, an accepted prior +10 bp movement from 4.65%. The accepted bank ledger also records Merrick +10 +15 bp at 18 24 months, Sallie Mae +10 +5 bp at 12 13 months, and Capital One 360 +10 bp at 11 months; no new like-for-like movement or verified withdrawal was found. The logo audit retains seven exact-provider image candidates—Popular Direct, Happen Bank, First National Bank of America, Quorum, Sallie Mae, E TRADE from Morgan Stanley, and Summit Credit Union—and explicit holds remain for the other providers.
